And, from weak and troubled memory, there is something about DVD MpegII streams and 24P, and TC NOT allowed to be 00:00:00:00....
So, if you can, set start TC of your encodes to one hour.

Same result with default setting with Handbrake. Assuming the dvd content is 23.98 how would an older dvd player & TV output / display ntsc 29.97?** Yet MPEG Streamclip (button) defaults to Upper Field saying only use Lower with DV codecp.s. I don't think it's that relevant but I used FCP 7 to edit where in starting a new Seq I asked to match the original clip.
