Are you talking about 'bullet time?' Where the camera moves around 3D
space during a single moment in time?
This effect was originally popularized in 'the matrix,' and is referred
to as 'bullet time.' It's achieved by a physical array of still cameras
fired simultaneously.
If you're referring to something else, please sight an example.
