The AFD flag can be changed at many places along the way to your TV. I previously mentioned that TD's have control of the initial AFD setting for NBC live shows as they originate from studio control rooms. Usually, this setting is passed through. But recorded shows' AFD may have a different setting from what came out of the studio. AFD can even be changed by the local station affiliate if they so choose.
