That's assuming you're shooting with something optimized for SD. This thread relates to shooting video with a 5DmkII.
All dSLRs are notoriously bad at downsampling from full sensor to HD video size (aka line skipping), and I strongly doubt that a further downsampling to VGA resolution would be any better quality.
